Mice still arent engines. Neither is wind. If the prop on the hat is driven by the wind is doesnt matter it's set axiswise so it would favour a certain position. The prop on the hat will then be winddriven, but badly since it has got bad angle and thus being uncentered/uneven in the resting position. I saw a clip from a prop factory, they balanced props so if one put a cigarettepaper on either blade, it was enough to disturb the status quo of the prop.
