    That propeller is not engine powered.
    Mice are, although loud and fumey, not engines.

    no axis is perfect

    no blade is perfect

    there is alway some position blade will attempt to move toward

    for exampel this tyre want to roll so that cutaway is on top (mor weight on bottum):

    same is true 4 this hat:

    axis is not perfect straight

    one blade is slightly more the heavy than the other

    so ther is a position that the blade want to rest in

    and as soon as a wind rotate blade ther will be a small force to move blade back to rest position

    so blade exert 10 ^ -40 HP on the wind maybe, but it still is a kind of engine

    Mice still arent engines. Neither is wind.

    If the prop on the hat is driven by the wind is doesnt matter it's set axiswise so it would favour a certain position.

    The prop on the hat will then be winddriven, but badly since it has got bad angle and thus being uncentered/uneven in the resting position.

    I saw a clip from a prop factory, they balanced props so if one put a cigarettepaper on either blade, it was enough to disturb the status quo of the prop.
    I bet you'd need a damn havanna to disturb the status qua of the hat's prop.

    Mice aint engines.

    u ar not understand

    first u must understand this bout engines:
    uneven balance (even 0,00000000001 grams of uneven mass) + uneven propeler axis (even 0,00000000001 mm of bending) = favoured position of propeler

    once it is move from position of favour it will try to move back due gravity

    it is fully kosher with what engines do: convert the potential energy in to the mechanical energy
