Don't forget that they lost a dam, cities and villages were flooded, so many are left without homes and property.

You were brainwashed to believe that what your govt does is always rational, efficient, well implemented and controlled - but it's not. They never succeeded, not even during the communism.
The only thing that they managed was covering the mess - mainly by throwing people in jail or killing them.
